Complete Guide to Cosplay & Props (Special Focus: Military) – East European Comic Con 2026
This guide explains in detail the restrictions on military/tactical cosplays and the rules for props/toy weapons at East European Comic Con 2026, which are valid exclusively for the 2026 editions.
Its purpose is to ensure a safe, comfortable, and respectful event for all participants, including visitors, cosplayers, artists, exhibitors, guests, and staff members, within the context of Romania, the international scene, and discussions within private groups (Discord, WhatsApp) from 2025–2026.
These restrictions were established following consultations with: authorities, venue representatives, organizing team, and safety teams (security, medical, and fire safety).
This measure aims to prevent situations of confusion or discomfort generated by military uniforms, tactical equipment, and sensitive symbols. It is in no way intended to limit the creativity of participants. The imposed restrictions specifically target the prevention of incitement to hatred, violence, and extremism, as well as any antisocial behavior that contradicts the values of the event and our society.
Clarifications
- Focus of Restrictions: The rules target specific costumes (realistic military/tactical outfits, costumes with extremist symbols, vulgar or indecent attire), props, and behaviors, not the individuals themselves.
- Right of Entry: Access to the event is not banned for individuals; however, entry may be refused for specific costumes or objects that violate the regulations.
- Expanded Scope for 2026: In 2026, restrictions regarding realistic military/tactical costumes apply to the entire perimeter of the event, not just the stage (as was the case in previous years).
- Permanent Bans: Extremist symbols, content inciting hatred or violence, and vulgar or indecent outfits remain prohibited regardless of the edition.
- Authority: Decisions regarding safety, access, and regulatory compliance belong to the security teams, organizers, and authorities present at the event.
- Optional Participation: Attending Comic Con has never been, and never will be, conditioned by wearing a costume.
- Creative Choice: Choosing to come in costume is encouraged and supported, but it is not mandatory.
1. What is restricted in 2026?
Restricted in 2026 (realistic or near-realistic level):
- Tactical/Military Costumes: Any that closely or very realistically imitate official uniforms, whether current or historical, from any country or era.
- Realistic Game Cosplays: Based on real military equipment (e.g., modern/realistic Call of Duty, Escape from Tarkov, S.T.A.L.K.E.R., Battlefield) when they reproduce military uniforms and gear.
- Military Clothing: Featuring official insignia, logos, ranks, unit patches, flags, or symbols.
- Service Uniforms: Gear from the Army, Navy, Special Forces, SWAT, Police, Gendarmerie, Ambulance, or other intervention structures, when they clearly resemble real-world uniforms.
- Tactical Helmets.
- Tactical Vests.
- Tactical Belts and Accessories.
Key Principle: If a costume can be confused, from a distance, with a real soldier, a member of law enforcement, or a military/paramilitary unit, that costume is prohibited within the event perimeter.
2. What this restriction does NOT mean
- It is not a ban on attending the event. Only access while wearing the military/tactical costume is restricted.
- Costumes inspired by fictional, stylized, cartoonish, fantasy, or sci-fi characters are not prohibited, provided they do not copy real uniforms and do not use real insignia or patches.
3. Costumes and symbols are prohibited regardless of the edition
These rules apply to all editions, not just 2026:
- Extremist Symbols/Uniforms: Anything with extremist connotations (KKK, Nazi, Fascist, totalitarian, extremist organizations), including flags, logos, rank insignia, or patches that incite hatred, violence, or discrimination.
- Hate Speech/Violence: Costumes that promote racism, hatred, violence, discrimination, or go against social order norms and the event's values.
- Vulgar Attire: Costumes with explicit sexual connotations or those that expose intimate areas (access will be refused if the person is wearing only underwear or if intimate areas/buttocks are exposed).
- Sensitive Affiliations: Uniforms with political, extremist, or religious connotations, as well as costumes that clearly imitate real-world political, paramilitary, or religious groups.
4. Military and Tactical Elements (Detailed)
4.1 Restricted Elements (Realistic)
Items are considered prohibited if they contribute to a realistic military/tactical appearance:
- Authentic Uniforms or Faithful Replicas: Army, Navy, Special Forces, Military Police, SWAT, Gendarmerie, Police, Ambulance.
- Insignia: Unit patches, ranks, badges, military emblems, specific berets or helmets, and military flags.
- Official Camouflage Patterns: (Multicam, Woodland, Desert, Flecktarn, etc.) worn as a full uniform or in combinations that clearly imitate a military uniform.
- Tactical Gear: Realistic tactical vests (plate carriers, chest rigs, load-bearing vests) and tactical/Kevlar helmets, even if they are replicas.
- SWAT / Special Forces Gear: Equipment with inscriptions, patches, and color schemes that imitate real intervention gear.
Examples of Prohibited Costumes (Realistic Level):
- WW1/WW2 Uniforms: Any real military faction faithfully reproduced.
- US Army / USMC Fatigues: With official patches and ranks.
- Spetsnaz VDV: With balaclava and unit patches.
- Full SWAT / Special Forces: Tactical vest, helmet, tactical pants, and SWAT/Police/Special Forces inscriptions.
- S.T.A.L.K.E.R.: With realistic tactical vests, camo military clothing, and patches.
4.2 Permitted Elements (Alternative Versions)
These are generally allowed, provided they do not create a realistic military ensemble:
- Camo Casual Wear: Camo T-shirt + jeans, normal T-shirt + camo pants, khaki T-shirt + jeans, or normal T-shirt + khaki pants (without tactical vests, patches, helmets, or military gear).
- Fictional Uniforms: Costumes that do not resemble real uniforms at all, such as: Team Fortress 2, Code Geass, Golden Kamuy (clearly stylized versions), or other entirely fictional factions.
- Ghost (CoD): Hoodie + mask version, without tactical vest, without tactical helmet, and without patches.
- "Kawaii" or Stylized Ghost: Versions that lack realistic tactical/military equipment.
- Stylized Vests/Helmets: Items made by the cosplayer from thin fabrics, crocheted, or extremely stylized materials that do not imitate the shapes and details of official gear.
- Sci-Fi Cosplay: Halo, Helldivers, Star Wars / Mandalorian, and other futuristic armors that cannot be confused with real military equipment.
- Generic Post-Apocalyptic: Mad Max, The Last of Us, The Walking Dead, Fallout, Dune—without real military insignia, real uniforms, patches, or realistic tactical vests.
Important:
Avoid Combinations: Do not combine elements that, together, could lead to the costume being mistaken for a real soldier (e.g., camo pants + khaki shirt + military-style vest + tactical boots).
Final Appearance: Even if an individual item seems acceptable on its own, the final ensemble may be deemed a realistic military costume, and access may be refused.
5. Military Costumes (Examples) — Restricted vs. Permitted
| Cosplay | RESTRICTED | PERMITTED (YES) |
|---|---|---|
| WW1/WW2 Uniform | Full, realistic uniform of any real-world military faction. | Fictional uniforms (e.g., TF2, Code Geass, Golden Kamuy) that do not resemble real uniforms. |
| Realistic CoD / EFT | Modern Warfare skin + AK replica + tactical vest + helmet. | Stylized Ghost (CoD): Hoodie + mask, NO tactical vest, NO helmet, NO patches. |
| Full Tactical CoD Ghost | Ghost (CoD) with tactical vest + tactical helmet + unit patches. | "Kawaii" or Casual Ghost: Hoodie/jacket + mask + kawaii ears, without realistic tactical element |
| Spetsnaz / Real Units | Spetsnaz VDV + balaclava + unit patches. | Sci-Fi: Halo, Helldivers, Star Wars, or Mandalorian armor. |
| Realistic USMC / US Army | USMC fatigues + Eagle/US Flag patches + rank insignia. | Casual Camo: Camo/Kaki T-shirt + jeans / normal T-shirt + camo or khaki pants (no tactical gear, no patches). |
| SWAT / Special Forces | Full SWAT/Special Forces suit with inscriptions, tactical vest, helmet, and patches. | Generic Post-Apocalyptic: Mad Max, Fallout, or The Last of Us (no real military uniform, patches, helmet, or vest). |
| S.T.A.L.K.E.R. | Stalker with a realistic tactical vest + camo military clothing + patches. | Stylized Stalker: Bandit Jacket, Ecologist Suit; NO flags, NO real camo clothing, NO tactical vests, NO service caps. |
The final decision belongs to the on-site security team, based on how the costume looks in person, not just how it is described!
6. Cosplay Props & Weapons (Strictly Prohibited)
For security reasons, a check of your costume and props will be conducted before entry. The access and security team may refuse entry for any object considered dangerous or any object that imitates a dangerous item too realistically; the decision is final and cannot be contested.
Strictly Prohibited Throughout the Event Perimeter:
- Real Weapons: Ammunition, explosives, firecrackers, rockets, or pyrotechnics of any kind.
- Functional Replicas: Airsoft, paintball, gas pistols (even if empty/uncharged), or any other weapon capable of launching projectiles, materials, or objects.
- Hard/Realistic Replicas: Metal, heavy/hard wood, resin, or solid plastic that resembles a real weapon (regardless of whether the tip is colored red or orange).
- Metal Bladed Weapons: Metal swords (including katanas), machetes, axes, or metal knives of any length.
- Throwing Objects: Shuriken/ninja stars, real arrows, metal kunai, or other objects designed to be thrown.
- Blunt Force Weapons: Brass knuckles, batons, steel bars, hard baseball bats, or nunchucks.
- Specialized Knives: Butterfly knives, double-edged blades, hidden blades, or any variant associated with real weapons (including metal CS:GO replicas).
- Real Whips or Crops: Longer than 1m or with a tail longer than 1.5m.
- Self-Defense & Tactical Gear: Pepper spray (prohibited by law in public spaces), powerful lasers, or tasers.
- Medical Equipment: Real syringes, unless accompanied by a medical document certifying the necessity of carrying them.
- Miscellaneous Items: Functional confetti cannons, high-pressure water guns.
- Metal Chains: Regardless of size.
- Hazardous Materials: Flammable substances (including sprays), explosives, or pyrotechnic articles.
- Glass Items: Bottles, jars, or containers that can easily break.
- Illegal Substances: Prohibited substances according to Law 143/2000.
- Tools: Scissors, box cutters (cutters), or pocket knives.
- Transportation: Bicycles, scooters, any motorized mobility devices (hoverboards, electric scooters, etc.), skateboards, or pennyboards.
- Alcohol: Alcoholic beverages that are not produced or sold within the event.
Presenting prohibited objects may lead to: immediate confiscation of the items, refusal of entry to the event, and notification of the Police or Gendarmerie for legal enforcement (fines or criminal proceedings, depending on the object).
7. Props & Weapons: What is Permitted (After Inspection)
The following items may be carried into the event after being inspected at the entrance:
- Soft Material Imitations: Objects made of foam, rubber, cardboard, or hollow plastic with rounded tips that cannot scratch or cause injury.
- Bladed Weapon Imitations: Made of lightweight wood or lightweight plastic, without sharp edges or points.
- LARP Weapons: Foam or latex weapons with a rigid core, specifically designed for live-action role-playing.
- Support Elements: Props with a barrel, staff, or wand made of lightweight wood, cardboard, or soft plastic.
- Internal Stabilizers: Rigid internal components are allowed only if they are lightweight and cannot cause injury.
- Bows and Quivers: Must be without real arrows; only soft-tipped LARP arrows are permitted, provided they are not launched inside the event.
- Imitation Whips/Crops: Made of soft materials; the whip must be secured at all times and must not exceed size limits (under 1m in length, tail under 1.5m).
Accessories and Attire:
- Spiked Collars/Bracelets: Spikes must be smaller than 5cm, blunted, and made of non-injurious material; metal spikes are prohibited.
- Wood or Plastic Chains: Only if they are clearly fixed to the costume/clothing and cannot be used as a blunt weapon.
- Safety: Costumes and clothing must not have sharp corners or edges that could scratch, poke, or cut others.
- Decency: Costumes must be decent and cover the chest, intimate areas, and buttocks; entry will be refused for outfits consisting only of underwear or those exposing intimate areas.
Prop Size and Weight:
- Heavy/Large Props: Items over approximately 2 kg or exceeding ~1.6 m in length may be restricted if deemed dangerous in a crowded space.
- Bulky Props: Large items (walls, backdrops, chairs, tables, etc.) may be restricted or allowed only in specific areas (e.g., stage only, not in high-traffic zones).
8. Masks, Face Coverings, and Behavior
There is no general ban on wearing masks or costumes that cover the face or body, provided they do not have an extremist character and are not used for antisocial or illegal actions. Any aggressive, intimidating behavior, or actions that put others in danger will result in removal from the event, regardless of the costume.
9. Entry Procedure, Checks, and Adjustments
At the entrance, the team will inspect both costumes and props; in case of doubt, the final decision belongs to the security team.
Preliminary Opinion: If you are unsure about your costume, you can send photos via DM (Instagram) up to 1 week before the event starts for a preliminary assessment.
If a costume or prop is refused at the entrance:
- Adjustments: You may adjust the costume within permitted limits (e.g., removing the tactical vest, tactical helmet, patches, or other elements that make it resemble a current military uniform).
- Legal Violations: Realistic weapon replicas that violate the law may be confiscated by the authorities (Police or Gendarmerie).
- Repairs: If a prop is sharp or could cause injury, it may be adjusted or repaired at the "Emergency Cosplay Rescue Point," if that facility is available.
Violation of these regulations may lead to refusal of entry or expulsion from the event without a refund of the ticket price.
10. Liability and Consequences
- Personal Responsibility: The costumed visitor is fully liable for any material damage or injury caused to other persons by their costume or props.
- Right to Refuse Entry: The event reserves the right to refuse or terminate access for any person who refuses to comply with the regulations, even if they hold a valid ticket.
- Legal Action: Illegal objects or those regulated by law may lead to criminal proceedings or administrative sanctions by the authorities.
11. Respect and Conduct: Cosplay is NOT Consent
We want everyone (visitors, volunteers, artists, guests, and exhibitors) to enjoy the event in a safe and pleasant environment. Please show respect and decency toward all participants, volunteers, and staff members—especially toward cosplayers.
If someone crosses your personal boundaries, or if you feel harassed, discriminated against, or observe inappropriate behavior, you can report the situation at any time via the app or website (My Account > Safety tool), to the organizing team (Staff badges), or to volunteers. We are here to help!
Please remember the following rules:
- Consent for Photos: Photos of other people may only be taken with their explicit consent.
- Respect Privacy: Do not photograph people who are eating, drinking, or resting without asking for permission.
- Appreciate the Effort: Cosplayers and artists have invested many hours into their costumes and works; please be respectful and mindful!
- Physical Boundaries: Do not hug other people or touch their costumes without asking first.
- "No" means "No": Respect the personal boundaries of others, regardless of the context.
- Zero Tolerance for Discrimination: The event respects all individuals, regardless of religion, sexual orientation, or lifestyle. We do not tolerate discrimination of any kind. Any case of harassment (including sexual harassment) will be penalized with immediate expulsion from the event and, where appropriate, a report to the police!
13. Regarding Regulations and Refunds
- Event Rights: Any event organized in Romania or worldwide has the right to impose restrictions for safety and to protect its values, as long as the access of the individuals themselves is not restricted.
- EECC 2026 Policy: In the case of East European Comic Con 2026, the right of access for individuals is not restricted; only the wearing of specific costumes and the bringing of certain objects are regulated.
- Refund Requests: If someone conditions their participation on wearing a military/tactical costume and requests a ticket refund, they must understand that the regulations do not ban their entry, only the costume. They may choose a different costume or attend without one—access remains guaranteed under the regulations.
- Consumer Protection (ANPC): Even in the case of a notification to the Consumer Protection agency, the situation remains the same: the right to participate was not limited, only the wearing of a specific costume deemed sensitive or dangerous in the current context.
14. Frequently Asked Questions (FAQ)
Can I bring toy weapons?
Yes, if they are clearly toys, made of foam/rubber/soft plastic, and have no functional mechanisms for launching projectiles.
Can I wear camo pants?
Yes, if you combine them with casual clothes (plain T-shirt, hoodie, etc.) and do not create a full military uniform. No tactical vests, no patches, and no helmets.
Can I do a WW2 cosplay if I remove the flags and symbols?
No. If the uniform is realistic and can be recognized as a WW2 military uniform, it will be treated as "prohibited," even without flags. We recommend fictional or stylized versions.
Can I cosplay from games like Escape from Tarkov / CoD / Battlefield?
Versions that imitate real military gear (full tactical equipment, real camo, patches, weapon replicas) are prohibited. Only stylized, casual, or creative interpretations that do not resemble real uniforms are allowed.
Can I wear a mask or a balaclava?
Yes, as long as the costume does not promote hate/extremism and your behavior at the event remains civilized and lawful.
What do I do if I'm not sure an element is okay?
Send photos of the costume via DM (Instagram) at least one week before the event, or prepare an alternative costume option in case certain pieces are rejected by security on-site.
