By purchasing a ticket, receiving an invitation, or otherwise attending East European Comic Con, each Participant accepts and agrees to comply with these Terms and Conditions.

1. General Provisions

These Terms and Conditions (hereinafter referred to as the “Terms” or the “Regulations”) apply to the “East European Comic Con” event (hereinafter referred to as “EECC”, the “Event” or the “Convention”), organised by East European Comic Con (hereinafter referred to as the “Organiser”, “we”, “us” or “our”).

The Event will take place from 11 to 13 September 2026 at Arena Națională, Bucharest, Romania (hereinafter referred to as the “Venue”).

These Regulations set out the rules that every East European Comic Con participant must observe, as well as the rights and obligations of the Organiser and the Participant. A Participant is any person attending the Event as a result of purchasing a ticket, receiving an invitation from the Organiser, or being granted complimentary admission.

Compliance with these Regulations is mandatory for all persons present at East European Comic Con. In the event of non-compliance, the Organiser reserves the right to refuse entry to the persons concerned or remove them from the Event, in which case the ticket price will not be refunded.

The Organiser reserves the right to amend these Regulations when necessary. Any amendment will be published at: comic-con.ro/ro/termeni-si-conditii.

By purchasing a ticket and/or attending East European Comic Con, Participants accept the Organiser’s conditions and undertake to comply with these Regulations.

2. Definitions

3. Tickets

3.1. General Provisions

Access to the Event is granted on the basis of a ticket. The ticket used to enter the Event must be retained throughout the Event. Tickets may be purchased for one Event day or for all Event days through the 3-Day Pass.

Tickets may be purchased online through the official website or from authorised partners: Entertix and Cărturești stores.

The ticket is scanned upon entry and, after validation, the Participant is issued an access wristband corresponding to the ticket. The wristband must be worn and kept on the Participant’s wrist until the end of the Event or, where applicable, until the end of the day for which the ticket is valid. Removing, damaging or losing the wristband may result in the loss of the right to access the Event.

Further details regarding the use and validity conditions of the wristband are available in section 3.6.

The Organiser guarantees the validity only of tickets purchased through official partners.

3.2. Rights of Ticket Purchasers

By purchasing a ticket for East European Comic Con, you agree to these Regulations and are entitled to be served and treated with respect.

Please retain your confirmation email, bank statement or ticket receipt. If you cannot prove the purchase of the tickets, the Organiser has no obligation to assist you in any way.

As the ticket purchaser, you have the right to submit a complaint regarding all tickets purchased. If you are not the purchaser but only the ticket holder, you must ask the purchaser to submit a complaint and provide proof of purchase.

3.3. No-Refund and No-Resale Policy

Electronic tickets are non-refundable and may not be resold.

The resale or purchase of tickets or invitations is strictly prohibited. If you resell your ticket, you lose the rights associated with it. Unless you have a contract expressly authorising you to sell EECC tickets, such tickets may not be resold.

The Organiser reserves the right to cancel any ticket listed or traded on unauthorised platforms, including OLX, Lajumate, Publi24, Viagogo, Okazii or any other unauthorised website.

Tickets for events or concerts are not subject to the 14-day withdrawal right. Under the Consumer Rights Directive 2011/83/EU, the right of withdrawal does not apply to certain leisure activities scheduled for a specific date or period, including ticket sales for events.

You are not entitled to a refund if you change your mind about attending the Event or are no longer able to attend.

The Organiser reserves the right to change ticket prices without prior notice.

3.4. Electronic Tickets (eTickets)

Electronic tickets are sent as a PDF attachment by email. The ticket must already be open on a mobile device or printed and brought to the Event. Most customers receive their PDF tickets within 3–5 minutes, provided payment has been completed.

If your ticket has not arrived within 24 hours of placing the order, please contact Entertix at [email protected] or by phone at +4 0748 110 111. In most cases, the delay is caused by an incorrectly entered email address or the message being placed in the Spam/Junk folder.

3.5. General Admission Tickets

A General Admission Ticket may be used by one person only, for one Event day only, except for the 3-Day Ticket (Pass), which may be used by one person to receive an access wristband valid for all 3 Event days.

General Admission Tickets provide access to the Event grounds, including access to panels — Q&A/discussion sessions with actors attending the Event. Access to a specific area remains subject to the Event rules and regulations and Romanian law. At certain times, some areas may become very crowded, and the Organiser may limit access to persons already present in that area.

3.6. Access Wristband

A valid General Admission Ticket entitles the Participant to receive one Access Wristband, which provides access to the Event during the programme hours of the relevant day or, in the case of a 3-Day Pass, throughout all 3 Event days.

The Participant is responsible for keeping the Access Wristband intact throughout the period for which it is valid. The wristband must not be cut, damaged or removed. Removing the Access Wristband results in the loss of the right to enter the Event.

3.7. Autographs and Photo Sessions (Photo Ops)

General Admission Tickets do not include Autographs or Photo Sessions. Autograph and Photo Session services are additional services available to East European Comic Con (“EECC”) participants who hold a valid General Admission Ticket.

Autograph and Photo Session services are purchased separately from the General Admission Ticket and do not, by themselves, grant access to the Event. These services are available for online purchase through the official EECC website and at the Event, in the Actors Area.

General Admission Tickets may be purchased through Cărturești stores, Entertix, the official EECC website or, subject to availability, at the EECC ticket sales point at the Event.

Autograph and Photo Session services are available exclusively through the sales channels indicated by the Organiser and are not available at Cărturești stores or through other General Admission Ticket sales points.

Photo Sessions

At an Actor’s request, the Organiser may limit the total number of people who may appear in one photograph, provided that this number does not exceed four people.

One Photo Session purchase is valid for one person only. Accordingly, for four people to attend the same Photo Session, four separate Photo Session purchases are required.

By exception, a child under 6 years of age may take part in a Photo Session together with an Adult holding a valid purchase for that Photo Session, without the need to purchase an additional ticket for the child.

4. Access to the Event

4.1. Event Schedule

4.2. Children

Children under 6 years of age are admitted free of charge under the following rule: 1 child + 1 adult holding a General Admission Ticket / 2 children + 2 adults holding General Admission Tickets. In this case, the child receives a wristband if the parent permits it. Children under 4 years of age are not required to wear a wristband.

All children under 14 years of age must be accompanied at all times by an adult or parent.

The Event includes areas that may not be suitable for children and is a crowded event. Any person under 14 years of age must be accompanied by an adult.

At the request of security staff, the accompanying adult must present documents proving the minor’s age, such as a birth certificate, student card, passport or any other document containing the minor’s photograph.

East European Comic Con accepts no responsibility for a minor, especially where the legal guardian leaves the minor unattended at the Event.

4.3. Persons with Disabilities

A person with a disability classified as severe or serious may be eligible for free admission to the Event for one day only — Friday or Sunday — provided that, at the time of the request, they hold a valid European Disability Card and submit a prior request by email to [email protected], at least 30 calendar days before the Event opening date.

The request must expressly state the exact day for which free admission is requested. Sending the request does not, in itself, confirm or grant free admission. Free admission is granted only after the Organiser expressly confirms, by email, eligibility and free admission for the requested day.

Upon entry to the Event, the person must present both the valid European Disability Card and the email sent by the Organiser confirming free admission for that day. Failure to present either of these documents may result in free admission not being granted.

Holding a European Disability Card does not, in itself, automatically entitle a person to free admission to the Event. To receive free admission, the following conditions must all be met: possession of a valid European Disability Card, submission of the request within the minimum 30-day period mentioned above, and receipt of the Organiser’s express confirmation for the requested day.

At the entrance to any part of the Event held at the Venue, all Participants, their bags and other personal belongings are subject to security checks. All personal belongings brought to the Event remain the Participant’s sole responsibility.

5. Participation and Liability

5.1. Participant Responsibility

The participation of adults and minors accompanied by parents, legal guardians or another adult is at their own risk, respectively at the risk of the adults accompanying them, including in relation to the following:

• Persons with mental or physical conditions for whom crowded areas, loud noise, special sound, visual or audio effects pose a risk assume full responsibility for any harm they may suffer as a result of attending the Event.

• In play, entertainment, interaction and other similar areas of the Venue, adult Participants — parents, grandparents, other relatives or guardians — shall ensure that the minors accompanying them have the physical and mental condition required for participation.

• The Event may include strong lighting and sound effects that may harm children, persons with epilepsy, sensitive persons or persons with certain medical conditions. The Organiser accepts no liability for injuries or material, physical or moral damage suffered by Participants as a result.

5.2. Rules of Conduct

All Participants must comply with standards of conduct, social rules, applicable laws and these Regulations. Participants may not carry out activities that could endanger or otherwise affect the safety or rights of other participants.

The Organiser accepts no liability for any material or moral damage caused by failure to comply with these Regulations and may seek compensation from persons responsible for breaching them.

Within the Event Venue, Participants must follow the Organiser’s instructions, behave appropriately and refrain from causing damage to the Venue, its facilities, stands, equipment, installations or any other property.

The Organiser has the right, with immediate effect, to deny a Participant access to the Event premises or take measures to require the Participant to leave the Venue if these Regulations or any law in force in Romania are breached, without refunding the ticket price.

6. Restrictions

6.1. Prohibited Items

The Organiser reserves the right to refuse entry with any items deemed dangerous by the authorities supervising the Event, including:

• Weapons, bladed weapons or any other objects that may be considered dangerous or that pose a public danger;

• Metal or glass containers, flammable materials — sprays, perfumes, etc. — toxic or hazardous substances;

• Blunt objects that could harm others and pyrotechnic items;

• Metal swords, medieval weapons, baseball bats, knives and sharp objects;

• Firearms and rifles, except for non-1:1 plastic replicas; airsoft models are not permitted;

• Liquids of any kind, except medicines or liquids requiring a prescription and still bottled water in sealed PET containers;

• Food and drinks from outside the Event, except as permitted under section 6.10;

• Professional or semi-professional video cameras and cameras with detachable lenses, unless the Participant has obtained the Organiser’s prior written approval. Approval may be requested by creating an account on the official EECC website and submitting a request identifying the equipment intended to be brought into the Event. Approval is valid only for equipment approved by the Organiser;

• Tripods;

• Drones;

• Animals, except trained assistance dogs;

• Folding chairs, musical equipment or sound equipment;

• Motorcycles, scooters and electric scooters, whether folded or not;

• Medicines and medical devices that do not comply with the conditions set out in section 6.11.

This list is not exhaustive. The Organiser may prohibit entry to the Venue where an item held by a Participant could jeopardise the safety of other Participants or pose a danger to the safe running of the Event.

6.2. Prohibited Activities

The following are prohibited:

• Consumption of alcohol, drugs or prohibited substances;

• Selling products in Event areas without the Organiser’s consent;

• Distributing flyers and products at the Event without authorisation;

• Smoking inside the Event; designated smoking areas are available outdoors only;

• Any form of racism, verbal, physical or non-verbal harassment, violence or bullying;

• Wearing costumes displaying signs of hatred or racism;

• Any form of indecent exposure or nudity;

• Hawking, distributing leaflets or disruptive behaviour.

6.3. Weapons Policy

It is prohibited to carry or use weapons or replicas inside or outside the halls, except where they are not similar to real weapons, are blunt and non-metallic. Any use that causes damage to a person or object is the Participant’s responsibility and may be sanctioned in accordance with Romanian law.

Any weapon carried by a person in the Autographs, Photo Sessions or Panels area will be retained by security services. All other weapons sold within the festival must remain in their boxes.

6.4. Military Cosplay and Detailed Cosplay and Props Rules

6.5. Animals

Pets are prohibited at the Event, except for trained assistance dogs. An assistance dog is a dog trained to help or assist a person with a disability.

6.6. Photography and Videography

By attending East European Comic Con, the Participant acknowledges that photographs and video recordings may be made at the Event by the Organiser and commercial partners, as well as by the public, in a non-intrusive manner.

The resulting images and video materials may be used in the activities of the Organiser and its partners for internal or commercial purposes, including marketing, social media promotion, promotional materials, the official website, press materials, YouTube recordings and media collaborations.

The Participant gives consent to the processing of their image and/or voice recordings as part of these Terms and Conditions and the Event regulations.

The processing of personal data, including images of identifiable persons, is carried out in accordance with Regulation (EU) 2016/679 (GDPR) and applicable Romanian law, for the purposes of promoting the Event, documenting attendance and ensuring security.

The Participant may request, at any time, that the processing of their image for commercial purposes cease by submitting a written request to [email protected].

6.7. Professional Cameras, Actors Area and Live Streaming

Participants are generally not restricted from using professional photographic or video equipment inside the Event, except in specific areas where such a restriction is clearly indicated, such as the Actors Area and actor panels/meetings.

Strict photography and videography restrictions apply in these areas, including to professional and non-professional equipment, in order to protect the image rights of actors and partners and to comply with contractual and security requirements.

The sale of any photographs or video materials taken at the Event without the Organiser’s written consent is prohibited.

Commercial use of photographs or video materials created by Participants without the Organiser’s explicit consent is prohibited.

The Organiser reserves the right to restrict or prohibit the use of professional photo or video equipment in certain areas or at certain activities at the request of guests, media partners or in the interest of security.

6.8. Rules for Content Creators

Without prejudice to the provisions of section 6.6, the following rules additionally apply to all persons creating photo or video content at the Event, including photographers, videographers, streamers, content creators, influencers, vloggers and YouTubers:

• Consent required: photographs of other people may be taken only with the consent of the persons concerned;

• Respect for privacy: do not photograph people who are eating, drinking, resting or in a private moment without asking permission;

• Respect for work: cosplayers and artists have invested many hours of work in their costumes and works; please be respectful and considerate;

• Physical boundaries: do not hug other people or touch their costumes, props or works without asking first;

• “No” means “no”: respect other people’s personal boundaries, regardless of context;

• Equipment does not mean permission: access with a professional camera, video camera or DSLR does not mean that Participants have consented to be photographed or filmed;

• Always ask: obtain the person’s consent before photographing or filming them, regardless of the equipment used;

• Commercial use prohibited: selling Event photographs or videos to third parties, companies, commercial platforms or stock photo/video websites without the Organiser’s written consent is strictly prohibited;

• Bulky equipment: tripods, stands and other bulky support systems are not allowed inside the Event;

• Traffic flow: photo-video equipment must not block circulation, access routes, stands, commercial areas or emergency exits;

• No improvised photo shoots: improvised photo shoots are not allowed in crowded areas if they obstruct the normal flow of Participants;

• Lighting restrictions: the use of powerful lights, excessive flash or other equipment that may disturb Participants, artists, exhibitors or the official programme may be restricted;

• Prohibited conduct: filming or photographing under skirts, through necklines, from invasive angles or in any degrading or sexualised manner is strictly prohibited;

• Offensive content: creating images or videos that are sexist, discriminatory, humiliating or defamatory is prohibited;

• Anti-harassment: materials created may not be used to ridicule, harass, intimidate or negatively expose persons or communities;

• Minors: photographing or filming minors may only take place with the consent of the parent, legal guardian or responsible accompanying person, where the circumstances require it;

• Respecting refusal: it is not permitted to insist on photographing, filming or interviewing a person who has refused;

• Withdrawal of consent: if a person withdraws consent, the Organiser may require filming/photography to stop or request deletion of material created abusively;

• Interviews: spontaneous interviews with guests, artists, exhibitors or Participants may take place only with their clear consent;

• Right to publish: publishing recordings containing interviews, reactions or close-ups of Participants may take place only with the filmed person’s consent;

• Restricted areas: filming, photography or streaming in restricted areas, on stage, backstage, in technical spaces, staff areas or other private spaces is prohibited without express approval;

• Event control: the Organiser reserves the right to limit or prohibit filming and photography in certain areas, activities, panels or programme moments;

• Enforcement: any person carrying out photo-video activity in an invasive, aggressive, unauthorised commercial manner, or in a way that disrupts the proper running of the Event, may be stopped by the Organiser or security team and removed from the Event;

• Sanctions: failure to comply with these rules may result in a warning, a request to delete materials, restrictions on access with equipment or removal from the Event.

6.9. Rules for Visitors and Content Creators

• Respect property: do not climb on furniture, fences, stands, decorations or scenographic elements to obtain photo/video shots;

• Do not move objects: do not move props, products from stands, chairs or other objects at the Event without the consent of the Organiser or exhibitor;

• No drones: do not use drones or other aerial devices;

• No personal installations: do not install decorations, photo backdrops or personal installations in traffic areas without the Organiser’s consent;

• Respect activities: do not interrupt the activity of exhibitors, artists or vendors for repeated filming or photographs without their consent;

• Crowd control: do not create queues, crowds or blockages for photo/video content in busy areas;

• Equipment supervision: photo-video equipment must be supervised at all times; unattended objects may be removed for security reasons;

• Safety comes first: the Organiser may at any time require a filming session or photo shoot to stop if it affects the safety, comfort of Participants or the running of the Event;

• Limited consent: a person’s consent to a photograph does not automatically mean consent to filming, an interview, a livestream or commercial use;

• Respectful context: consent to create an image does not mean consent to offensive editing, degrading memes or reuse in a denigrating context.

6.10. Food and Beverage Access

The public may enter the Event grounds with the following products, subject to strict compliance with the conditions below:

• Still water, in a maximum of 2 sealed PET plastic containers, each with a capacity of up to 1,000 ml (1 litre); or

• Still water, in a maximum of 4 sealed PET plastic containers, each with a capacity of up to 500 ml (0.5 litres);

• One sealed, unopened packaged snack in its original packaging at the time of entry. Packaged snacks include, by way of example, a chocolate bar, a packet of breadsticks, a packet of crisps, a packaged croissant or a small packaged sandwich.

For the avoidance of doubt, the food products and containers listed above must be unopened and sealed in their original packaging at the time of entry to the Event grounds.

Prohibited Products

The public may not enter the Event grounds with:

• Thermoses, whether empty or containing liquids;

• Glass, metal or hard plastic containers, whether empty or containing liquids;

• Unsealed containers containing liquids;

• Cooked food, whether packaged or sealed;

• Homemade sandwiches, whether packaged or not;

• Soft drinks, energy drinks or alcoholic beverages, whether containers are sealed or unsealed.

Medical Exceptions

If a person has a medical condition requiring a special diet or the consumption of certain foods or beverages, they may request access with the necessary products only on the basis of medical documents supporting the need to bring and keep those products inside the Event.

Medical documents are checked at the Event access point by the medical professional designated by the Organiser.

The exception applies only if, after checking the medical documents and the products presented, the medical professional determines that legal conditions are met and that the medical condition justifies the person’s need to have the relevant food or beverages during the Event.

The mere existence of a medical condition does not automatically grant the right to bring any food or beverage into the Event grounds. Products brought under this exception must be necessary in relation to the medical condition and supported by the medical documents presented.

6.11. Medicines and Personal Medical Devices

Participants may bring medicines and personal medical devices into the Event grounds exclusively for personal use and only under the conditions set out in this section.

The Organiser reserves the right to check products brought into the Event grounds through designated medical staff and/or security personnel in order to ensure compliance with these Regulations and applicable law.

6.11.A. Non-Prescription Medicines

Access is permitted with non-prescription medicines only in their original packaging, with the label intact and legible.

For orally administered medicines, Participants may carry a maximum of two tablets/capsules in total, exclusively for personal use while present within the Event grounds.

For liquid medicines, nasal drops, eye drops, sprays or other similar forms, a maximum of one sealed bottle in its original packaging is permitted, exclusively for personal use.

Loose medicines or medicines stored in bags, pill organisers, unlabelled boxes, containers without original packaging, or in any other form that does not allow the product to be clearly identified are not accepted.

6.11.B. Prescription Medicines

Participants who are following a prescribed treatment or require medicines for a documented medical condition may bring into the Event grounds the quantity necessary for the duration of their attendance at the Event.

For access with prescription medicines, all of the following conditions must be met:

• The medicines are kept in their original packaging, with the label intact and legible;

• Upon request, the Participant can present a prescription, medical letter, hospital discharge summary, treatment plan or another equivalent medical document;

• The medical document must allow verification of the necessity of the treatment and, where applicable, the recommended dose;

• The quantity brought into the Event must be reasonable and justified by the Participant’s duration of attendance and treatment schedule;

• Verification is carried out exclusively by designated medical staff.

The rule concerning a maximum of two tablets/capsules does not apply to prescription medicines justified by the medical documents listed above.

6.11.C. Medicines Containing Nationally Controlled Substances

Medicines containing substances subject to national control may be brought into the Event grounds only if they are necessary for the Participant’s personal treatment, kept in their original packaging, and accompanied by a valid prescription or medical document.

These products may be subject to additional verification by designated medical staff at the point of entry.

In the absence of supporting medical documents, access with these medicines is not permitted.

This category includes, without limitation, medicines containing tramadol, codeine and certain substances with psychotropic, sedative or anxiolytic effects. The regime applicable to these products is established by the legislation governing nationally controlled substances.

6.11.D. Injectable Treatments and Related Materials

Access is permitted with essential injectable treatments for personal use, including insulin, adrenaline auto-injectors/EpiPens and other necessary injectable treatments, provided that the Participant can present, upon request, a prescription, medical letter or equivalent medical document.

Syringes and needles are permitted only when associated with a justified medical treatment and presented together with the relevant medicine and medical documents.

6.11.E. Personal Medical Devices

Small personal medical devices necessary for the Participant are permitted, including but not limited to:

• Inhalers;

• Glucometers, glucose monitoring sensors, insulin pumps or insulin injectors;

• Adrenaline auto-injectors;

• Small portable CPAP devices;

• Other personal medical devices necessary for a documented medical condition.

Upon request by designated medical staff, the Participant must be able to present a medical document justifying the need to use the device.

Oxygen cylinders, oxygen concentrators, large medical equipment or equipment requiring special placement or power supply conditions may be brought in only with the Organiser’s prior and express approval. The request must be sent by email before the Event to the address communicated by the Organiser.

6.11.F. Prohibited Medical Products

Access to the Event grounds is not permitted with:

• Loose, unlabelled medicines or medicines carried in bags, pill organisers, containers without original packaging or other packaging that does not allow the product to be identified;

• Prescription medicines for which the Participant cannot present, upon request, supporting medical documents;

• Quantities that clearly exceed the personal requirement for the period of attendance at the Event;

• Syringes and needles not associated with a justified medical treatment;

• Products containing cannabis, THC, CBD or other products/substances whose possession, transport or use is prohibited by applicable law;

• Any substance or product prohibited by law or which, by its nature, quantity or manner of presentation, may create a risk to Participant safety.

Where a product does not meet the conditions set out in these Regulations, access with that product to the Event grounds may be refused.

The Organiser has no obligation to store, keep, administer or return medicines and products that are not permitted within the Event grounds. The Participant may choose to keep the product outside the Event grounds or return after presenting the necessary medical documents, as applicable.

6.11.G. Confidentiality of Medical Documents

Medical documents presented by Participants will be checked only by designated medical staff, exclusively for the purpose of assessing the conditions for access with medicines or medical devices.

The Organiser and designated personnel will not photograph, copy or retain medical documents presented, except where expressly required by applicable law.

6.11.H. Medical Assistance at the Event

First-aid points and medical staff may be available at the Event, depending on the Event configuration and needs.

Medical services available at the Event do not replace a Participant’s prescribed personal treatment. Participants undergoing medical treatment are responsible for bringing the medicines and devices they need, in accordance with these Regulations.

7. General Principles

The Organiser applies a zero-tolerance policy towards any form of racism, harassment, bullying or discriminatory behaviour, regardless of the grounds, including but not limited to religion, sexual orientation, gender identity, lifestyle, ethnicity or nationality.

Tolerance, acceptance of differences and the inclusion of all Participants are fundamental principles of the Event.

7.1. Interaction Between Participants and with Guests

7.1.1. Participants undertake not to interact with other persons — visitors, cosplayers, artists, exhibitors, guests or staff members — without respecting their freedom and consent.

7.1.2. Taking photographs or recordings of a person, including a costumed person, is permitted only with that person’s explicit consent.

7.1.3. Participants undertake not to photograph persons who are eating, drinking or resting without first obtaining their consent.

7.2. Cosplay is NOT Consent

7.2.1. The fact that a person is wearing a costume (cosplay) does not, under any circumstances, constitute consent to be touched, photographed, filmed or approached in an intrusive manner.

7.2.2. Participants undertake not to hug other people or touch their costumes or belongings without first requesting and receiving the consent of the person concerned.

7.2.3. “No” means “No”. Refusal or withdrawal of consent must be respected immediately, regardless of context.

7.3. Respectful Behaviour Towards Cosplayers, Artists and Other Participants

7.3.1. Participants acknowledge that cosplayers and artists have invested significant time and resources in their costumes and works and undertake to treat them with respect and care.

7.3.2. Any form of offensive comments, insults, gestures or unwanted touching directed at other persons is strictly prohibited.

7.4. Reporting Incidents and Reporting Channels

7.4.1. Any act of bullying, harassment, verbal or physical aggression, discrimination or inappropriate conduct may result in the immediate loss of the right to access the Event, without a refund of the ticket price.

7.4.2. Participants who are victims or witnesses of such behaviour are encouraged to report the incident without delay using one of the following methods:

• Through the Event app or website: “My Account” > “Safety Tool” section;

• To the organising team identified by a “Staff” badge;

• To volunteers present within the Event grounds.

7.4.3. The Organiser shall use reasonable efforts to analyse and respond promptly to such situations, within the limits of its powers and applicable law.

7.5. Obligation to Notify Authorities

7.5.1. All serious acts of harassment, aggression or conduct that may constitute criminal offences may require, as applicable, the injured/harassed party to file a formal complaint with the competent police authorities.

7.5.2. The Organiser may assist the injured party in identifying the contact details of the authorities and may, where applicable, provide them with information held, in accordance with the law.

7.6. Costumes and Hate Symbols

7.6.1. Access to the Event with costumes, banners, props or any other elements containing symbols, messages or depictions that incite hatred, racism, violence or discrimination is strictly prohibited.

7.6.2. Under no circumstances is any costume or visual element displaying signs of hatred or racism permitted, including extremist, totalitarian or similar symbols.

7.6.3. If a Participant notices such a costume, symbol or message, they are encouraged to contact a staff member immediately or, where appropriate, the Police directly.

7.6.4. Staff members can be identified by a badge bearing the word “STAFF”.

7.7. Sanctions

7.7.1. The Organiser reserves the right to refuse entry to or remove from the Event grounds any person who breaches this code of conduct, without refunding the ticket price or any other costs incurred by the Participant.

7.7.2. In serious cases, the Organiser may request the intervention of the competent authorities and may, where applicable, impose access bans for future editions of the Event.

8. Video, Photography and Personal Data Processing

8.1. Photography and Recording

By attending the Event, you are aware that numerous photographs and videos are taken by Participants, organisers or exhibitors during the Event.

Entry to the Venue with professional and semi-professional video cameras, including cameras with detachable lenses, is prohibited without the Organiser’s authorisation. Holders of such equipment are required to submit it for temporary safekeeping.

The Organiser and other persons authorised by the Organiser have the right to record and photograph the Event and use such recordings. By purchasing a ticket and attending the Event, Participants consent to the possible inclusion of their image/portrait and/or voice in recordings made at the Venue.

8.2. Use of Recordings

During the Event, the Organiser, accredited press, Event sponsors, entities participating in the Event and their guests, as well as other third parties authorised by the Organiser, may make audio and video recordings, take photographs and/or conduct live broadcasts. These may include images and voices of attending artists, moments from East European Comic Con, and the image/portrait and/or voice of Participants, including children.

These images may be used and publicly disseminated in any media, including online, for information, promotion, advertising and publicity purposes. Participants agree to this processing and use of their personal data.

The Organiser and authorised persons have the right to profit from, use — especially for Event promotion — copy, publish, publicly broadcast and distribute such recordings of Participants without payment being required.

8.3. Privacy Notice

You are entitled to privacy. If you do not wish your face to appear in videos or photographs, please do not attend EECC.

If you see photographs online that you do not wish to remain published, please politely ask the entity that published them to remove them. The Organiser can delete only materials published by the Organiser.

The Organiser is responsible only for its own processing of personal data for the purposes described above and accepts no responsibility for audio-video recordings, photographs or live broadcasts made by any other natural or legal person present at the Event.

8.4. Personal Data Protection

The Organiser undertakes to process the data provided for the purposes set out in these Regulations and in compliance with the GDPR — Regulation (EU) 2016/679.

Participants are guaranteed the rights provided by law regarding the protection of personal data. For further information, please consult the Privacy Policy.

As a data subject, you have the following rights:

• Right to be informed;

• Right to rectification;

• Right to erasure;

• Right to restriction of processing;

• Right to data portability;

• Right to object;

• Right to withdraw consent;

• Right to lodge a complaint with the supervisory authority — ANSPDCP.

9. Limitation of Liability and Force Majeure

9.1. Changes

During the Event, the Organiser may unilaterally make changes to the programme — artistic, organisational, etc. — depending on various situations that may arise.

The Organiser reserves the right to modify, restructure and develop the Event. Participants are not entitled to make claims against the Organiser in relation to such changes, restructurings or subsequent developments.

The Organiser does not guarantee the availability, content, quality, quantity or duration of moments and/or the attendance of persons announced in the Event programme.

9.2. Cancellation of the Event

If the Event is cancelled for reasons attributable exclusively to the Organiser, the ticket price paid will be refunded within 90 days of the cancellation announcement.

The value of purchased tickets will not be refunded if the Event is cancelled by the Organiser due to force majeure or a fortuitous event.

9.3. Force Majeure

Force majeure or a fortuitous event means any external and unforeseeable event, including but not limited to storms, threats or risk of terrorist attack, acts of public authorities, whether legitimate or not, epidemics, pandemics, accidents, explosions, fires, floods, torrential rain, earthquakes, social conflicts, major short circuits, high risk of harm to health or any other situations that cannot be foreseen or overcome by the Organiser through diligence and prudence.

If authorities require the Organiser to suspend or close the Event due to a fortuitous event or force majeure, the Event or part of it will be cancelled/suspended and the Organiser cannot be held liable for such termination or suspension.

The Event dates may be changed unilaterally by the Organiser in the event of force majeure or a fortuitous event, without any obligation to refund the ticket price to the Purchaser.

9.4. Exclusion of Liability

The Organiser is not liable for the unlawful acts or omissions of any Participant or third party. If a visitor, Participant or third party causes damage of any kind to another visitor, Participant or third party, the injured person must bring any claim for compensation against the person at fault, not against the Organiser.

The Organiser has no liability of any kind for any direct or indirect damage resulting from the use of, or inability to use, information presented on the Website in connection with the Event.

Participants are fully liable, under both civil and criminal law, for any damage they cause to the Organiser, its partners, other visitors or third parties at or in connection with the Event.

9.5. Third-Party Services

Participants expressly acknowledge that they may purchase or benefit from products and services at or in connection with the Event that are offered by other partners, not by the Organiser. In such cases, the contract is concluded directly between the Participant and the Organiser’s Partner, and the rights and obligations arising from that legal relationship apply exclusively between them.

Participants expressly confirm that they may not make any claim against the Organiser in connection with such products and services. The Organiser is not liable for products and services provided by the Organiser’s Partners, sponsors or other third parties.

10. Practical Information

10.1. First Aid

If a person feels unwell or is injured, contact the paramedics located outside and inside the Event — marked on the map — or call the emergency medical service at 112.

10.2. Lost Property

During the festival, found items are taken to the information desk — Info Points — where they are kept until the end of the festival. If we find lost items, we will keep them after the Event to allow you to retrieve them.

Send an email to [email protected] with a precise description enabling identification of the lost item. After 3 months, all items in Lost & Found will be destroyed, recycled or discarded.

10.3. Payment Methods

• Cash: Romania’s currency is the Romanian leu (RON). The average exchange rate is approximately 1 euro to 5.3 RON. Please ensure that you have Romanian lei, as few exhibitors accept USD or euro.

• Credit cards: Comic Con asks exhibitors to comply with applicable law and to offer a modern payment method, especially POS card payment. However, due to signal limitations and the high number of people in an area, POS terminals may sometimes be unable to connect to the network.

• ATMs: ATMs are not available at the Venue, only nearby. You will find ATMs within a 10–20-minute walk. Please make sure to visit one before entering the Event.

10.4. Food and Beverages

We have focused on creating a safe place where you can try great food. Remember to drink water regularly, as it can be very hot both in the queues and inside the convention halls.

10.5. Cosplay Changing Booths

Changing booths are available for cosplayers taking part in the EECC stage cosplay competitions, as well as for other Participants.

11. Intellectual Property Rights

Everything posted on the Event Website and at the Venue — including, without limitation, images, texts, graphic elements, symbols, logos and databases — is the property of the Organiser and/or its contractual partners, sponsors, exhibitors and other third parties authorised by the Organiser. All such materials are subject to intellectual property legislation.

Participants may not use, copy, distribute, publish or incorporate such marks/information into other documents or materials in any form, particularly for the purpose of obtaining income, without the prior written and express permission of the Organiser or the rights holders.

12. Disputes

Any disputes arising between the Organiser and Participants will be settled amicably or, if this is not possible, by the competent Romanian courts.

These Regulations are governed by and shall be interpreted in accordance with Romanian and European Union legislation, including:

• The Romanian Civil Code;

• Government Emergency Ordinance No. 34/2014 on consumer rights;

• Law No. 193/2000 on unfair terms in consumer contracts;

• Consumer Rights Directive 2011/83/EU;

• General Data Protection Regulation — Regulation (EU) 2016/679;

• Romanian Law No. 190/2018 implementing the GDPR.
